Anchor is a licensed consultancy firm in Ethiopia, providing tailored services to civil society organisations, government agencies, the private sector, donors, and research institutions, guided by our vision, mission, and core values, as shown in the figure below.

Chief Executive Officer (CEO)
A seasoned Monitoring, Evaluation, and Learning (MEL) consultant and expert with over 15 years of experience in MEL, project and programme management, and institutional capacity strengthening. He holds a Master’s degree in Development Studies and a Bachelor’s degree in Geography and Environmental Studies, combining analytical expertise with a deep understanding of Ethiopia’s development context.

Associate - Capacity Development & Gender & Social Inclusion Expert
Highly skilled development professional with over 17 years of experience in inclusive development, gender transformation, and capacity building. She holds a Master of Arts in Regional and Local Development Studies from Addis Ababa University, which has provided her with a deep understanding of socio-political dynamics and development strategies. Throughout her career, Meskerem has successfully led nationwide programmes with a portfolio of 24.3 million USD, managing diverse teams of over 35 local and international staff. Her leadership ensures that all projects align with global best practices while being responsive to the local socio-political context.

An experienced Finance Manager with a strong background in financial management, accounting, and reporting. He has a proven track record of overseeing financial operations.
Mekasha Assefa
ICT Advisor
Certified IT Instructor and Application Developer with over 15 years of experience in programming education and database management. He specialises in a range of programming languages, including HTML, CSS, JavaScript, PHP, C#, VB, and C++, as well as database technologies such as MS SQL and MySQL.

Organisational Capacity Assessment of Legal Aid Service Providers
Anchor is leading an EU-funded Organisational Capacity Assessment (OCA) of legal aid providers, including CSOs and universities in Ethiopia, commissioned by the Centre for Justice. This assignment involves designing participatory assessment tools aligned with EU expectations, incorporating regional workshops, consultative sessions, and capacity-strengthening plans. The focus is on improving the independence, credibility, and governance of grassroots CSOs in justice and human rights.
Baseline Survey and OCA for Civil Society Organisations (EU CSF Plus Programme)
Anchor led the national baseline study and OCA for civil society organisations under the EU CSF Plus Programme, commissioned by WHH. The project involved mixed-methods approach, including surveys, interviews, and focus group discussions. Special attention was given to power dynamics between CSOs and government entities, the needs of vulnerable populations, and relevant policy analysis. The resulting recommendations aim to enhance CSO capacity and strategic positioning, incorporating gender and social inclusion considerations.
Final Evaluation of the Urban Local Governance and Empowerment (ULGE) Project
Anchor conducted the final evaluation of the EU-funded ULGE project of VNG International, which focused on decentralisation, civic participation, and local service delivery. The team engaged stakeholders at both the community and government levels using participatory tools and triangulation methods. The evaluation resulted in actionable recommendations, aligned with OECD/DAC and EU evaluation standards, for strengthening urban governance reforms.
End-Term Review of ESAP3
Anchor led the End-Term Review of the World Bank-managed ESAP3 programme of VNG International. This review covered all regional states, including conflict-affected areas, with a focus on citizen engagement and public service responsiveness. The review identified regional bottlenecks and proposed locally informed solutions to enhance social accountability systems, contributing to future accountability programming and policy dialogue between CSOs and government stakeholders.
Final Evaluation of the EU-CSF III Programme
Anchor's CEO served as a CSO and evaluation expert for EuroPlus in the final evaluation of the EU-CSF III Programme. The evaluation assessed civil society capacity development, civic engagement, and policy advocacy, applying both Organisational and Thematic Capacity Assessments (OCA, TOCA) and the Organisational Performance Index (OPI). The evaluation provided strategic insights to improve future EU programming.
Final Evaluation of CETU Domestic Workers' Rights Project
Anchor evaluated the Confederation of Ethiopian Trade Unions (CETU) project focused on enhancing domestic workers' rights under the EU-CSF III framework. The evaluation included policy analysis, stakeholder mapping, and consultations in urban and peri-urban areas. Cultural sensitivity and safeguarding protocols, including the prevention of sexual exploitation and abuse (PSEA), were integrated into the evaluation process, with recommendations focused on policy influence and enhancing the representation of informal labour.
Final Evaluation of Centre for Justice's Prison Reform Initiative
Anchor conducted the final evaluation of the Centre for Justice's prison reform project, aimed at promoting institutional accountability and human rights within correctional facilities. The evaluation involved assessing power dynamics, institutional practices, and human rights-based programming. The findings provided recommendations for strengthening prison reforms and improving human rights within the Ethiopian prison system.
